Unsolicited Proposals

An unsolicited proposal is a unique or innovative proposal that is not in response to a request from SSF III and is, as such, initiated by external actors for the purpose of obtaining a contract with SSF III. These proposals should ideally be aimed at delivering outcomes that are desirable to SSF III and which are not suitable to progress through standard competitive procurement processes.

These involve organisations and businesses approaching SSF III for support of their project, which could take the form of financial, social or other in-kind support relevant to the SSF III strategies and Theory of Change.

SSF III is always looking for those who can contribute new ideas consistent with the programme’s goals and objectives. SSF III prefers to issue competitive awards to ensure that the Fund achieves the best value and strongest solutions. While SSF III accepts unsolicited proposals for review, potential offerors should be aware that only in highly exceptional cases are such proposals funded.

The following guiding principles will be applicable for consideration of unsolicited proposals in SSF III:

The proposal is unique and innovative and cannot be reasonably delivered by another proponent or achieve the same (or greater) value for money outcome through a competitive process within acceptable timeframes.

The proposal aligns with SSF III’s strategies and Theory of Change.

The proposal represents value for money for the investment required by SSF III.

There is a demonstrated need and appetite for the project from the perspective of both SSF III and the broader public interest.

The proposal is financially, economically, socially and technically feasible.

SSF III is not currently accepting unsolicited proposals.
