Direct Procurements
Direct Procurement refers to the soliciting of proposals directly from vendors, which includes the sourcing of goods, works, consultancy and non-consultancy services directly from vendors. Direct Procurement can be undertaken through the following approaches:

Competitive Bidding

This is a form of sourcing that encourages open competition, providing all eligible and prospective bidders with sufficient notification to participate in SSF III’s procurements. Competitive Bidding encourages equal and fair competition.

Limited Bidding

Limited Bidding is a form of competitive bidding whereby direct invitations are sent out to a restricted list of vendors. The circumstances that may call for limited bidding include when specialised expertise is required, where SSF III has established relationships with a few suppliers that have always yielded value for money. Limited Bidding is also utilised where the work is urgent and therefore cannot go through a full competitive bidding and where there are security concerns. Finally, Limited Bidding is applied where the exists an adequate list of prequalified suppliers.

Shopping

Shopping entails obtaining a minimum of three (3) quotations from vendors to ensure competitive prices are obtained. It is an appropriate method for procuring readily available off the shelf goods, standardised specification commodities, small value or simple “works”.

Sole and Single Sourcing

Sole and Single Sourcing is contracting without competition and minimum two (2) criteria is recommended. However, to remain flexible and adaptive, SSF III has the authority to justify using only one criteria with clearly documented rational.
