The Calls Process can include a Call for Concepts or a Call for Proposals (open, limited or closed). Under the general overarching steps, the Calls Process will include:

Call For Concepts

when SSF III is not seeking a fixed approach or methodology and there is an expectation that varied proposals will be submitted, enabling SSF III to select the best fit and idea.

Call For Proposals

If the investment plan is clear, a call for proposals will instead be made. Call for Proposals can be open, limited or closed depending on the circumstances.

  1. An open call is generally an invitation to the public, with no restriction based on any criteria.
  2. A closed call is an invitation that is restricted to a certain target group or certain level of expertise or qualification. For SSF III, this restriction may be based on membership in certain professional bodies, e.g., audit proposals would require only recognised CPA firms and previous experience for delivery of certain workstreams. The closed calls will have a set of specific eligibility criteria that have to be met for one to participate.
  3. A limited call is an invitation to a specific group of people but more inclusive than a closed call. For SSF III, this restriction may be based on location.
