Donors

The Somalia Stability Fund is a multi-donor fund with contributors from Denmark, Sweden, Netherlands, Norway, the European Union (EU), Germany and the United Kingdom UK). The Stability Fund is open to further funding.

Representatives from each of the seven Stability Fund’s donors sit on the Joint Donor Committee, which is facilitated by the Secretariat Office. The role of the committee is to oversee the strategic direction of the Fund; act as a forum for agreeing on wider policy issues for donor engagement.

THE SECRETARIAT OFFICE

The Secretariat Office comprises two policy advisors and two secondees from the Netherlands Government and the UK’s Department for International Development and is accountable to the Joint Donor Committee.

The secretariat:

  • Leads on strategy development and policy analysis for the Fund
  • Primary interface between the Fund and Somalia Government counterparts
  • Leads on Donor Coordination
  • The Head of SSF (seconded from DFID) oversees the fund manager team.

THE FUND MANAGER

ASI manages and implements the Somalia Stability Fund with a team that includes programme design, management, finance, risk, procurement, monitoring and evaluation and communications expertise. The team includes a large Somalia based team spread out across five locations: Mogadishu, Garowe, Kismayo, Baidoa, Dhusamareb. The ASI team have in depth contextual understanding and lead on investment design, management, learning and stakeholder engagement. The Fund’s role is to:

  • Implement the SSF strategy
  • Manage procurement processes that result in partner selection: SSF partners include INGOs, Somali private sector organisations, think tanks, educational institutions and local and Somali civil society and community-based organisations
  • Provide day-to-day oversight of all implementing partners, including monitoring, evaluation, risk and financial management
  • Manage the Somalia Stability Fund’s outreach and communications function including convening regular learning and experience sharing fora
  • Provide technical training on thematic/technical areas, conflict sensitivity, gender and social inclusion, value for money, risk, procurement and finance management
  • Lead on quarterly and annual narrative and financial reporting for the Fund
